Tony Calabria, MA, CPHQ, CSSBB

Tony Calabria is currently the Clinical Quality and Regulatory Programs Director for the Department of Quality & Safety at MedStar Health.  Mr. Calabria holds a BS in Psychology and a MA in Experimental Psychology and is a Certified Professional in Healthcare Quality and Certified Lean/Six Sigma Black Belt.  He has over 20 years of experience in healthcare quality and process improvement. Throughout his career, Mr. Calabria has facilitated and led clinical quality improvement initiatives and serves as a subject matter expert for CMS and HSCRC Pay for Performance Programs and for publicly reported reputational metrics.  Mr. Calabria is a faculty member of the MedStar Institute for Quality & Safety and is an instructor for Georgetown University’s Executive Master's in Clinical Quality, Safety & Leadership.

Debbie Kadamian, RN, BSN, MS, CPHQ, CCM has diverse nursing experience which includes Critical Care, ED, Nurse Management, Case Management, and Risk Management. She has been working in the Quality and Patient Safety arena since 2004 in both New York and Maryland. She has been a MAHQ Member-at Large since 2018. Currently she is working at the VA Medical Center in Baltimore as a Quality Improvement Specialist.

Alexandra (Allie) Beam, MHA

Alexandra (Allie) Beam is the System Q&S Improvement Analyst for MedStar Health in the Department of Quality & Safety, where she leads and manages quality-related projects that aim to improve clinical care, while also achieving high performance in pay-for-performance and reputational programs. Allie is also the Department Financial Manager for the Department of Quality and Safety where she assists in the planning and design of an optimal operational budget, analyzes and oversees real-time revenues and expenditures, and prepares budget reports and annual budget planning documents. She holds a master’s degree in Health Administration and earned her Green Belt Six Sigma certification in December 2017 through the Maryland Patient Safety Center.

Julia Blackburn, MSN, RN, CPPS, CPHQ

Julie Blackburn has been working in the field of Patient Safety for over three years serving as Patient Safety Officer at UM BWMC. In this role, she has been able to partner with staff and other stakeholders to identify and promote patient safety strategies and Just Culture methodology to influence clinical outcome improvements. Prior to this she has had a diverse background in nursing leadership, education and program growth and development for almost forty years. Her career has spanned five states and many fields of nursing, including critical care and interventional cardiology, which has supported her passion for Patient Safety. She is adjunct faculty for Southern New Hampshire University in the online Undergraduate Nursing program.

Fe Nieves Khouw, MSN, RN, CPHQ

 

Fe Nieves Khouw has been in the field of Quality and Safety for 22 years. Fe currently holds the position of Director of Regulatory and Patient Safety at the University of Maryland Rehabilitation and Orthopedic Institute in Baltimore, Maryland. In this position, she is responsible for all activities related to accreditation and standards compliance. She is the hospital’s patient safety officer and is accountable for program development in the hospital’s journey to High Reliability and achievement of zero preventable harm. Fe has held various leadership positions in Healthcare Quality and Safety. She was Director of Quality and Patient Safety at the University of Maryland Medical Center, Director of Nursing Quality at Mercy Medical Center, Director of Regulatory Affairs and Safety at Laurel Regional Hospital where she also became interim Chief Nursing Officer.

Tonika Ward, MSM-HCA, LPN

Tonika Ward is a Healthcare Consultant and CEO of TWardConsulting LLC, a minority owned, and woman owned healthcare consulting agency, specializing in patient satisfaction and compliance to improve quality care in healthcare and behavioral health environments. Prior to working as a Healthcare Consultant, Tonika was an Electronic Health Record Master Trainer assigned to all Level 4 and Level 5 correctional facilities throughout the state of Delaware. In this capacity, she was a resource and educator for physicians and team members to communicate the importance of maintaining compliance to decrease medical errors, improve quality care and provider engagement.

Tonika has a Master’s degree in Management with a concentration in Healthcare Administration. A Bachelor’s degree in Behavioral Science. Both from Wilmington University. She obtained a college diploma from Delaware Technical and Community College as a Licensed Practical Nurse. Tonika has received a certification from Harvard University in Leading in a Remote Environment. She received a Certificate from the University of South Florida in Diversity, Equity, and Inclusion in the workplace. During the pandemic, Tonika received a Covid-19 Tracing certification from Johns Hopkins University.

Tonika’s experience in various healthcare settings earned her a great reputation and she takes pride in doing everything she can to improve healthcare facilities. These settings include acute care organizations, correctional healthcare, skilled nursing facilities and continuous care communities.

In her free time, Tonika likes spending time with family and friends, enjoys reading to increase her knowledge of healthcare. Tonika also enjoys attending events with her sisters from Polka Dot Powerhouse LLC with the mission to connect the world’s most positive, action-forward, amazing women to build lifelong friendships and business relationships.

Layla Naumann, RN, MSN, MHA, HACP, CJCP, CHC

Layla Naumann has been working in the field of Regulatory, Quality, and Safety for over 10 years. Layla
is currently the Director of Regulatory Affairs at the University of Maryland Medical Center’s Midtown
campus. She is responsible for all activities relating to accreditation and standards compliance. Layla has
held various leadership positions throughout her 25-year nursing career. Originally from Great Britain,
the majority of her nursing career was spent within the Peri-operative department and Nursing Quality
Division of Children’s National Medical Center in Washington D.C. Subsequent to this Layla held
leadership positions as Director of Education and Training, Audit and Monitoring for the University of
Maryland Medical System’s Corporate Compliance department, and Regulatory affairs at Wellspan York
Hospital in Pennsylvania. Layla has a passion for education and has created several published education
initiatives focused on regulatory education for healthcare personnel.
