The Organization:The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is a nationally recognized policy and research center dedicated to improving the health and wellbeing of vulnerable populations. Hilltop conducts research, analysis, and evaluation for state agencies, the federal government, foundations, and nonprofit organizations. Hilltop's interdisciplinary team of professionals includes clinicians, economists, attorneys, financial analysts, social scientists, and SAS programmers. Hilltop staff have extensive experience in health services monitoring and evaluation, data systems design, and public policy analysis. Hilltop is committed to addressing complex issues through informed, objective, and innovative research and analytics.  

Hilltop collaborated with the Maryland Department of Health and Mental Hygiene (DHMH) to establish HealthChoice, Maryland's Medicaid managed care program, in 1997. Hilltop reviews applications from managed care organizations (MCOs) for participation in HealthChoice and monitors MCO performance on both quality measures and financial indicators. Hilltop assisted MCOs in their progression towards HIPAA-compliant electronic format files and plays an active role in the assessment of changes required in the Medicaid management information system. Hilltop is a key contributor on the HealthChoice evaluation and prepares evaluation updates annually. Hilltop is presently working with DHMH to examine ways to better coordinate physical and mental health services for Medicaid enrollees.  For more on The Hilltop Institute, go to www.hilltopinstitute.org.

Responsibilities:

The Health Services Policy and Research Unit works to advance the health and wellbeing of vulnerable populations through research, data, and policy analysis; program development and implementation; and evaluation.  As a member of the Health Services Policy and Research unit and with particular expertise in clinical quality management, the incumbent will lead projects that focus on quality improvement, coordination of care, disease management, patient-centered medical home, and health services delivery. These projects may include: conducting literature reviews and Internet research; developing research models; carrying out qualitative and quantitative research; drafting reports based on research findings and analyses of large datasets; providing policy analysis; interpreting/explaining clinical elements of Hilltop processes, products, and deliverables; and incorporating appropriate clinical quality improvement methodologies and clinical pathways, and/or disease management protocols, as typically found in standardized guidelines/manuals such as ICD, CPT, Milliman & Roberts, NCQA/HEDIS, JCAHO, etc. The incumbent also will be knowledgeable of federal and state privacy and security rules as well as HIPAA/HITECH regulations, and be able to interpret changes to these laws related to health reform, personal health information, and health information technology in the development and implementation of policies and procedures.  In addition, the incumbent will perform other duties as assigned. 

Minimum Qualifications: 

Requires a Bachelor’s degree with course work in public policy/administration, a health discipline, or related field with seven years of experience in health services research, managed care, patient safety, or practice management.  (A Master’s degree with course work in public policy/administration, a health discipline or related field, and five years of indicated experience may be substituted for the Bachelor’s degree and required experience.)  Must have a registered nurse license.  Must have considerable knowledge of clinical quality improvement methodologies; a working knowledge of publicly funded health care delivery programs such as Medicaid and Medicare; substantial understanding of clinical practice administration in an ambulatory care setting; extensive experience with policy and procedure development; knowledge of coding; demonstrated analytical skills; strong written and verbal communication skills; ability to work independently and as a team member; and proficiency in Microsoft Word, Excel, and PowerPoint.

Desired Qualifications:
The ideal candidate will be certified as a Professional in Healthcare Quality (CPHQ); have working knowledge 
of federal health reform and health policy at the local, state, and federal levels; principles of managed care; 
HIPAA/HITECH rules and regulations; experience in using qualitative data analyses to inform clinical quality 
and/or practice management improvement; ability to query large administrative and clinical databases and 
to apply statistical methods to the analysis of those data; expertise in utilization review and management; 
case management; disease management; managed care; and public health/ and/or long-term care. 

Salary:

Salary is commensurate with qualifications and experience.  The position is full-time and includes the full university benefits package.  Note: This position is grant-funded, wherein employment is contingent upon the renewal of Hilltop’s grant support.
